Finnish Pedagogy vs Mastery Learning
Bloom's mastery learning asks students to prove they have mastered a unit, often via a test, before moving on. Finnish primary schools pursue the same underlying goal through a very different mechanism: continuous low-stakes assessment, teacher-paced promotion, and a tiered safety net that catches struggling learners early.

What is mastery learning?
Mastery learning is an instructional model developed by the American psychologist Benjamin Bloom in 1968. Its central premise, building on earlier research by John Carroll, is that almost any student can learn almost any content to a high standard, provided they get enough time and the right kind of support, rather than the same fixed pace as everyone else.
In practice, mastery learning breaks a subject into small units. Students study a unit, then take a formative test. Anyone who does not reach a mastery threshold, often around 80 to 90 percent, receives corrective instruction, such as reteaching, extra practice or tutoring, and is retested before moving on to the next unit. Only once mastery is demonstrated does the student advance.
This is the model behind much of today's adaptive ed-tech. Platforms such as Khan Academy award mastery status once a learner passes a skill check, and a number of competency-based charter and online schools in the United States use similar gated progression, where a course unit is not marked complete until a test is passed at the required standard.

Finland's low-stakes, formative approach
Finnish primary schools start from a belief close to Bloom's, that nearly every child can succeed given the right support, but apply it through a very different mechanism. There is no equivalent of a mastery test that a pupil must pass before moving to the next unit or year. Numeric grading is introduced gradually through the primary years, and high-stakes national testing is largely absent from primary education, the closest thing to a summative external exam does not appear until the end of upper secondary school. Children move up with their age cohort, and the pace of the class is set by the teacher's judgement of the group, not by individual retest cycles.
This does not mean standards are loose. It means the checkpoint shifts from has this individual passed a test to is this individual on track, and if not, what support do they need right now, a question the class teacher, often alongside a special education teacher, answers continuously rather than at fixed testing gates.
The three-tier support model: Finland's safety net
Where mastery learning uses a test-and-retest cycle to catch a struggling learner before they move on, Finnish schools use a structured system of tiered support that runs alongside ordinary teaching. Since a 2010 reform, this has worked as three tiers: general support, available to any pupil who needs short-term extra help, intensified support, more regular and structured help underpinned by a written learning plan, and special support, comprehensive and individually tailored provision underpinned by a formal decision and an individual learning plan.
Pupils move between tiers as their needs change, based on the class teacher's ongoing observations and, where needed, a pedagogical assessment involving special education teachers and the school's pupil welfare team. Most of this support happens inside or alongside the mainstream classroom, through co-teaching, small-group work or short pull-out sessions, rather than by holding a child's whole cohort back at a testing gate.

Same aim, different mechanism
Both models start from the same optimistic premise: a struggling student is a sign the system needs to adjust, not evidence the student has hit a ceiling. Mastery learning enforces this through individual checkpoints, a clear, testable bar that must be cleared before moving on, with reteaching and retesting built in. Finnish pedagogy enforces it through the system around the child: continuous formative feedback plus a resourced tier of support that intervenes early, often before a formal gap even shows up on any test. Each approach carries trade-offs. Gated mastery testing gives clear, comparable data on whether a specific skill has been learned, which suits self-paced digital practice of well-defined skills such as arithmetic, but it can also narrow attention toward whatever is easiest to test, and repeated retest cycles can slow a class's overall pace. Finland's approach avoids high-stakes testing pressure on young children and keeps them learning alongside their peers, but it depends heavily on teacher judgement, small class groups and well-resourced, highly trained special education provision, conditions that are easier to guarantee in a well-funded, teacher-trusting system than to add onto an existing one.
The useful question is rarely whether mastery learning or Finnish pedagogy works. It is which mechanism for catching a struggling child, a test gate or a support tier, fits your school's resources and values.
